Communist Party of the Russian Federation (CPRF) was founded on 1993-02-14 at the Second Extraordinary Congress of Russian Communists, by fusion of several Communist groups. It has been in the opposition ever since, but has also always been one of the strongest political parties in Russia. [1]

The flag is described in the Article XIII of the party Constitution [2]:

XIII. SYMBOLISM of CPRF
13.1. The Communist Party of the Russian Federation has its flag, anthem, emblem and other symbols that are subject to state registration in accordance with the procedure established by the legislation of the Russian Federation.

13.2. The flag of the Communist Party of the Russian Federation is red, the width of the field is two-thirds of its length. In the center
of the flag is the emblem of the CPRF.

13.3. The CPRF anthem is "The Internationale".

13.4. The emblem of the Communist Party of the Russian Federation are a sickle, a hammer and an open book linked together, symbolizing the solidarity of workers, peasants and intellectuals. The base of the emblem is the abbreviation "CPRF". On the circumference of the emblem are the words "RUSSIA", "LABOUR", "PEOPLE'S POWER", "SOCIALISM".

The emblem color, although not specified in the Constitution, is white. It is usually placed within a narrow square frame, as shown here:

Flags with and without the frame around the party emblem may also be used together, as was done in Kaliningrad on 2012-11-07:

Also note that the frame width may vary, as attested by a number of photos. The CPRF clearly does not insist on a precise design of its flag, since all of these variants do match the description given in the party Constitution (the frame's presence/absence is not covered at all therein).
